Integrated Development Plan is a five year strategic document of the municipality. It is a tool or process that the municipality uses guide and inform all planning, management and decision-making to ensure that the municipality fulfil its service delivery and constitutional mandates. In terms of section 34 of the Local Government: Municipal Systems Act, No. 32 of 2000, all municipalities are required to review their Integrated Development Plans (IDP’s) on an annual basis (and to the extent that changing circumstances so demand) – in accordance with a prescribed process.
The Process
In terms of section 28 of the Local Government: Municipal Systems Act, No. 32 of 2000, all municipalities are required to adopt a process set out in writing to guide the development and there view of their IDP’s. éDumbe Municipality has always adopted the IDP process plan which set different phases as illustrated below.
